China's internet authority has introduced sweeping rules that require all artificial intelligence-generated media, including deepfakes, to carry clear labels, marking a significant step to curb the spread of misleading content. The Cyberspace Administration of China (CAC) issued the regulations, which were spotted by TechCrunch and other outlets, and they take effect immediately.
The new rules, reported on [date of original publication if known, otherwise say 'this week'], are a response to the rapid growth of AI tools that can generate text, images, audio, and video. The CAC's definition of AI tools includes "technology that uses deep learning, virtual reality, and other synthesis algorithms to generate text, images, audio, video, and virtual scenes." This broad scope covers everything from chatbots to deepfake videos.
Under the regulations, any media created with AI that is not clearly labeled is now prohibited. Additionally, the rules ban the creation of AI-generated media without the explicit permission of the person depicted, and any content that is deemed to go against the national interest. The CAC's move is a substantial escalation from its 2019 ban on AI-generated "fake news," reflecting a growing concern over the potential for synthetic media to mislead the public.
The urgency of the issue was highlighted earlier this year when deepfake videos of Ukrainian President Volodymyr Zelensky circulated on social media, showing him urging Ukrainians to lay down their arms. Those videos, which were quickly debunked, illustrated how easily AI can be used to spread confusion and misinformation.
China's Decisive Stance
China's approach is notably more aggressive than that of other governments. The Biden administration, for instance, published non-binding guidelines earlier this month, taking a more measured, advisory approach. China's regulations, by contrast, are mandatory and carry the weight of law, signaling a willingness to act decisively against potentially harmful technology. This is reminiscent of the country's blanket ban on cryptocurrency trading last year, which effectively shut down the industry in China.
The new rules come at a time when AI art generators and other creative AI tools have surged in popularity, including in China. How these regulations will affect this trend remains to be seen, but the CAC's action sets a clear precedent: in China, AI-generated content must be transparently labeled or it will not be allowed.
For now, the international community is watching closely. While China's rules are the most stringent so far, they are part of a broader global conversation about how to govern AI. The challenge of balancing innovation with protection against misuse is one that all governments are grappling with, and China's move is a bold statement in that debate.
